7f4472ad77 As requested in issue #1111 
A python script to return

 - all exchanges supported by CCXT
 - all markets on a exchange

 Invoked as `python get_market_pairs.py` it will list exchanges
 Invoked as `python get_market_pairs binance` it will list all markets on binance
