pkg/mesh: fix ip allocator helper 
This commit fixes the ip allocator `newAllocator` to produce IP
addresses with the original network mask. This is makes more sense. The
original functionality can be reproduced by wrapping the produced IP
address with the `oneAddressCIDR` helper.
